<P>PROBLEM TO BE SOLVED: To obtain a fixing device, an image forming apparatus, and a program which suppress reduction in accuracy of surface temperature control of a heating roll caused by false detection of the surface temperature of the heating roll due to the effect of noise. Ž<P>SOLUTION: A temperature sensor 56 continuously detects the surface temperature of the heating roll whose surface is heated by a lamp. A CPU 70 extracts the surface temperature detected by the temperature sensor 56 every predetermined several periods at predetermined timing, and obtains the number of fluctuations in which the surface temperature detected by the temperature sensor 56 is fluctuated under the effect of noises for several periods, selects the period in which the number of fluctuations obtained is the lowest compared with that in the other periods, and controls the lamp based on the surface temperature loaded in the selected period so that the surface temperature of the heating roll is a predetermined temperature.
