PROBLEM TO BE SOLVED: To provide a foot cover effectively having pressing effect on at least a part of the foot owing to a projecting part for a long period of time; and to provide a method for making the foot cover. SOLUTION: The foot cover 10 includes a foot cover body 11 provided with a sole cloth 12 closely attached to the sole of a wearer, and a projecting part 13 formed on the sole cloth 12, and is structured as follows: the projecting part 13 includes a projection material 14 set up to the sole cloth 12 in a projecting state, and a pad cloth 15 covering the projection material 14 from above; the pad cloth 15 includes a pad cloth body fabric 16, and a fixing layer formed on the pad cloth body fabric 16; an outer peripheral part 15a of the pad cloth 15 getting outward in plan view based on the projection material 14, and the sole cloth 12, are fixed to each other via the fixing layer.
