<P>PROBLEM TO BE SOLVED: To provide an in-vehicle communication apparatus capable of securing a time of a sleep state, reducing power consumption, and turning to a standby state capable of settling a charge quickly. <P>SOLUTION: The in-vehicle communication apparatus 10 includes a CPU 1 for performing short-range radio communication with an on-road unit in a wake-up state and shifting from the sleep state to the wake-up state and from the wake-up state to the sleep state while a vehicle travels, and a VICS communication circuit 5 for communicating with the outside and acquiring road traffic information. Then, when the VICS communication circuit 5 acquires information indicating that there is a toll road ahead while the vehicle travels, the CPU 1 authenticates a card for making vehicle information related to charge payment communicate with the on-road unit.
