<p><P>PROBLEM TO BE SOLVED: To provide an operation disturbance information distribution device, an operation disturbance information distribution method, and an operation disturbance information distribution system, capable of predicting a congestion of a train in the operation disturbance, and distributing it to a user. <P>SOLUTION: This operation disturbance information distribution device 1 includes a storage part 30 for storing a table 300 for information of entry/exit of a person, in which information regarding the average entry time of an entry station and the average exit time of an exit station for each passenger is stored, and a train schedule table 100 in disturbance of the train schedule. When the operation is disturbed, a riding information table 600 for each passenger in the disturbance of the train schedule for specifying the entry station, the exit station and a riding train for each passenger is generated.
