PROBLEM TO BE SOLVED: To accurately and rapidly determine attributes of respective divided regions which are divided in accordance with a connection component from an image. SOLUTION: In an image processing part, an image is divided into a plurality of divided regions in accordance with a connection component; when a first feature quantity of the divided region is included in a feature quantity of a line drawing or chart, the attribute of the divided region is determined to be a line drawing or chart; and, when included in a feature quantity of a figure or photograph, the attribute of the divided region is determined to be a figure or photograph. A divided region where an extracted first feature quantity is included in a boundary part between the feature quantity of a line drawing or chart and the feature quantity of a figure or photograph is selected to extract a second feature quantity related to the width of a connection component formed by the selected divided region; when the extracted second feature quantity shows that the width of the connection component formed by the divided region is equal to or below a threshold, the attribute of the divided region is determined to be a line drawing or chart; and when showing that the width is larger than the threshold, the attribute of the divided region is determined to be a figure or photograph.
