<P>PROBLEM TO BE SOLVED: To improve execution property, to reduce costs and to stabilize transmitting/receiving operation of human-body communication when performing the human-body communication by transmitting/receiving high frequency signals between a slave unit connected to a master unit and a portable terminal via a human body carrying the portable terminal. Ž<P>SOLUTION: When transmitting/receiving high frequency signals between the slave unit 1 connected to the master unit 4 and the portable terminal 5 carried by a resident who performs a security operation, as a portion of the slave unit performing the transmitting/receiving operation, an antenna 100c provided to a call button 100a and a transmission and reception section 103 connected to the antenna are used and driven, respectively, by power supply from a power source section 405 under control by the master unit control section 406 of the master unit and when performing the security operation, a call notifying operation in the master unit is stopped. Furthermore, information of high frequency signals are time-sequentially stored in the storage section 403 of the master unit. Moreover, an encryption code for encrypting the transmitting/receiving operation is provided to the slave unit control section 106 of the slave unit and the encryption code is managed by the master unit control section.
