<p><P>PROBLEM TO BE SOLVED: To provide a power management system for smoothly performing substitution of power management when an apparatus for performing power management falls into failure, for example. <P>SOLUTION: An image forming apparatus 20 includes a control unit 24 for controlling the entire apparatus in addition to an image capturing unit 21, an image processing unit 22 and an image forming unit 23. The control unit 24 includes: an apparatus control section 25 for controlling the image capturing unit 21, the image processing unit 22 and the image forming unit 23; and a communication control section 30 for controlling packets. The apparatus control section 25 includes a storage unit 26 for storing management information or the like as various information required for control and power management.
