PROBLEM TO BE SOLVED: To provide a boring apparatus and a soil improving method attaining high quality construction. SOLUTION: The boring apparatus includes: a tubular excavating rod 10; a pair of arm members 21, 21 arranged at the tip part of the excavating rod 10 in a mutually facing state; an energizing member 22 applying a force for bringing the tip parts of both arm members 21, 21 close to each other and applying a force for separating the base ends of the arm members 21 from each other; and a tip bit 30 held to the tip parts of the pair of arm members 21, 21. The pair of arm members 21, 21 are constituted to engage both separated base ends with an internal wall of the excavating rod 10 to prevent circumferential turning relative to the excavating rod 10 and to separate the tip parts from each other when bringing the base ends close to each other.
