PROBLEM TO BE SOLVED: To provide a navigation apparatus or the like which provides a suitable travel route according to diversified objective conditions. SOLUTION: A route extraction processing part 206 identifies from base map data 202 link information (link information in which each block distance is compensated according to the purpose of a travel) corresponding to the objective condition designated by objective condition designating information 205, and extracts a travel route connecting a departure point designated by objective block designating information 204 and a destination from the identified link information and node information (the base map data 202) to generate route candidate data 207 showing the extracted travel route. A route deciding/display processing part 208 decides on one out of two or more travel routes shown in the root candidate data 207 to display the decided travel route as a guiding travel route.
