PROBLEM TO BE SOLVED: To provide a method for producing carbonyl chloride having little carbon tetrachloride and enabling a long-term continuous operation, and to provide a method for producing a polycarbonate resin having little metal corrosion substance and having excellent hue and molding thermal stability. SOLUTION: In the reaction of producing carbonyl chloride by bringing chloride and carbon monoxide into contact with an activated carbon catalyst, the contents of sodium, potassium and calcium in total in the activated carbon catalyst is not more than 2,000 ppm, and the specific surface area of the activated carbon catalyst ranges from 200 to 700 m<SP>2</SP>/g.
