<P>PROBLEM TO BE SOLVED: To provide a horizontal plane regulating level which is capable of being manufactured at low cost, using a simple structure and which is convenient to carry. Ž<P>SOLUTION: The regulating level is provided with a measuring instrument 2 for measuring the height of a liquid column placed at each of four corners of a table 1 and a liquid storage tank 3 connected to each of the measuring instruments 2 via a communication pipe 4, and is structured so as to operate in a manner wherein an upper end of the measuring instrument 2 is open to the air. According to the height of the liquid column in the measuring instrument 2 placed on any one of the four measuring instruments 2, the height of the liquid column of the measuring instrument 2 placed on each of the other three corners is made to coincide, thereby to allow the table 1 to be adjusted to a state of a horizontal surface. Moreover, the measuring instrument 2 includes a base portion 5 capable of being seated on the table 1; a transparent cylindrical body 6 provided substantially vertical to the base portion 5; and a graduated portion 7, which is formed on the cylindrical body 6 and for reading the liquid column height of a liquid W existing inside the cylindrical body 6.
