<P>PROBLEM TO BE SOLVED: To provide a monitoring and control device improved in the efficiency of an address setting operation by confirming whether an address set for each switch is correct or incorrect without making a change from an address setting mode to an operation mode. Ž<P>SOLUTION: A control unit 20 includes a mode changing means 21 of alternating two operation modes, i.e. the operation mode wherein a transmission signal including an address is sent out to a signal line in response to an operation of a switch of an operation input unit 23 and the address setting mode wherein the address to be stored in a flash memory 13 is set. The control unit 20 includes an operation confirmation means 22 of interrupting the address setting mode according to a predetermined operation at the operation input unit 23 during an operation in the address setting mode, and starting an operation confirmation mode wherein an address is set is temporarily used as a temporary address, and restarts the address setting mode after the operation confirmation mode is ended.
