MOTION COMPENSATION PREDICTION DEVICE AND IMAGE ENCODING DEVICE

PROBLEM TO BE SOLVED: To compensate motion in a time direct mode in partial time direct blocks even when a memory having enough capacity to secure motion vectors of all anchor blocks in an anchor picture can not be secured.

SOLUTION: A representative vector RV defined for a plurality of anchor blocks BAin common is input to calculate differential information DI of a motion vector MV of the anchor blocks BAfrom the representative vector RV; the differential information DI is expressed with a bit width smaller than the bit width of the motion vector MV; and time direct vector information TDVI is calculated from the differential information DI and the representative vector RV.
