PROBLEM TO BE SOLVED: To provide an endless belt that is satisfactorily proof against scratch, compared with the case where the value of the tangent loss of a surface release layer is not taken into account. SOLUTION: The endless belt has a base material and a surface release layer. If the peak temperature of the tangent loss (tanδ) of the surface release layer is T(°C), the tangent loss (tanδ) of the surface release layer at a temperature of ((T°C or higher)+(70°C or lower)) is 0.7 or greater but 0.1 or less.
