PROBLEM TO BE SOLVED: To provide a communication control apparatus, communication control method and communication control program for preventing a speech terminal to permit a speech from being changed one after another. SOLUTION: In the case where a registration request signal (REGISTER) requesting registration to a registration list is transmitted from the speech terminal, in a communication control apparatus, this registration request signal is received (S11:YES). In the case where a speech terminal having the same SIP address as an SIP address allocated to the speech terminal which has transmitted the registration request signal, has been registered to the registration list (S15:YES) and where both the terminals are not the same speech terminal (S19:NO), registration information of the speech terminal registered to the registration list before is validated. To the speech terminal which has transmitted the registration request terminal, a registration reject signal notifying that the speech terminal is not registered to the registration list is transmitted (S29).
