<P>PROBLEM TO BE SOLVED: To obtain an information recording and reproducing device and information recording and reproducing method which solve a problem that a reproduction amplitude depends more on a signal frequency by that the density recorded on the information recording medium becomes higher. Ž<P>SOLUTION: The problem is solved by the device and method including: a modulation section which executes modulation processing of recorded data to the information recording medium and creates modulation data; a PR (Partial Response) characteristics convolution section which performs processing to fold in the PR characteristics to the modulation data; a DC control operation section which forms or chooses code data to which DC control is performed based on a result of accumulation of the output of the PR characteristics convolution section; and a constitution to set the created or selected data as a recorded data to the information recording medium.
