<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of suppressing deterioration of starting performance at the next starting time. <P>SOLUTION: When the calculated temperature fall rate is less than a prescribed temperature fall rate in which the generated water inside the fuel cell 10 becomes an excessive cooled state during the operation shutdown of a fuel cell system 1, a heater 51 is controlled so that the temperature fall rate may be the prescribed temperature fall rate or more. This control is carried out when the temperature of the fuel cell 10 is a first prescribed temperature higher than a freezing point established below the freezing point (0°C or less).
