PROBLEM TO BE SOLVED: To perform handover control so as to ensure required throughput to a terminal.

SOLUTION: A wireless communication system which allocates a transmission region for each terminal to a downward frame transmitted from a base station to the terminal via a wireless network and transmits it with a wireless parameter about the transmission region includes a throughput measurement unit 103 which measures the throughput representing an effective transmission quantity per unit time from a size of the transmission region allocated to each terminal based on the wireless parameter, a throughput comparison unit 105 which compares the measured value of the throughput with a reference value that is determined in advance, and a switching process unit 108 which switches a connection destination of the terminal to a new base station when the measured value is less than the reference value in the throughput comparison unit 105.
