<P>PROBLEM TO BE SOLVED: To obviate the need of a large-scale server, to respond to the case of increase of the number of terminals, and to respond to movement of the terminal when executing communication control of a terminal having a communication function such as a domestic electromechanical appliance, sensor, computer or cellular phone. Ž<P>SOLUTION: A physical space is divided into a plurality of fields F1, F2 and managed; peers P11, P12 for managing the respective divided fields F1, F2 are generated; two overlay networks O21, O22 are constructed with all the peers in charge of the fields; distributed databases D31, D32 are structured on the overlay networks; an agent for managing control information of terminals in spaces of the fields is added to the constituent peer of the one-side overlay network O21; and an agent for managing control information of terminals outside the spaces of the fields is added to the constituent peer of the other-side overlay network O22.
