PROBLEM TO BE SOLVED: To provide a resolver which can further improve the detection accuracy of rotation angles, and a method of manufacturing the resolver. SOLUTION: The resolver 100 includes a stator 200 which is made of a magnetic material and provided with a plurality of stator teeth in such a way as to cross to an annular flat plate surface, a plurality of stator windings wound on the outside of each stator tooth of the plurality of stator teeth, and a rotor 300 which is made of a magnetic material and provided rotatably to the stator 200 in such a way that a gap permeance between the stator teeth varies by a given rotation around the rotating shaft. The surface shape of each stator tooth facing the rotor 300 is structured in such a way that its width in the rotating direction of the rotor becomes wider as it gets close to the flat place surface.
