<P>PROBLEM TO BE SOLVED: To develop a strand-cutting device for a tobacco processing industry by which strands can be certainly and quickly cut so that the strands can be neatly cut during cutting, especially without changing their direction out of their paths and a suitable method for cutting strands in tobacco processing industry, furthermore bring the method to be applicable even to machines for processing a plurality of strands, particularly two strands. Ž<P>SOLUTION: The strand-cutting device for tobacco processing industry has a circular cutter 10 rotatable around a rotation axis 11. A circular cutter-guiding device is arranged to linearly moves the circular cutter 10 during operation of the circular cutter. In a method for cutting at least one of the strands 14, 15 in tobacco processing industry in which the rotating circular cutter 10 is guided to pass through strands 14, 15 moving in strand guide paths 19, 19', the circular cutter 10 is guided to linearly pass through the strands 14, 15.
