PROBLEM TO BE SOLVED: To provide an image forming apparatus and a process cartridge which secures cleaning property of the surface of an image retaining body and improves the efficiency of transfer as compared to the case where fluororesin particles having specified particle size relation are not applied to a toner and the image retaining body. SOLUTION: In the image forming apparatus, the outermost surface layer of the image retaining body contains first fluororesin particles, the toner contains toner particles and second fluororesin particles and, when the volume average primary particle size of the first fluororesin particles is D1 and the volume average primary particle size of the second fluororesin particles is D2, the following relation holds: (D1×1.05)
