PROBLEM TO BE SOLVED: To provide a video monitoring system in which maneuvering is highly accurately detected. SOLUTION: The video monitoring system includes: a first temporal change detection unit for detecting a temporal change in a feature amount of an image captured by an imaging apparatus; a second temporal change detection unit for detecting a temporal change in illuminance detected by an illuminance sensor; and a maneuvering determination unit for detecting maneuvering to the imaging apparatus based on the detected feature amount temporal change and illuminance temporal change.
