<P>PROBLEM TO BE SOLVED: To provide a scanning controller, a scanning device, and an execution method of the scanning controller. Ž<P>SOLUTION: The scanning controller includes an image document processing unit, a storage control unit, a dummy line control unit, a buffer status control unit, a motor status control unit, a motor control unit, and a relation control unit. The relation control unit adjusts a production rate of scan data by driving a motor after controlling motor driving timing outputted from the motor control unit based on correspondence relationship between stored amount of image data within an image buffer and the motor driving timing, while the dummy line control unit decides a portion which exists within scan image data and cannot be taken out therefrom by the image document processing unit.
