<P>PROBLEM TO BE SOLVED: To improve responsiveness of crushing arms by reducing a pressure loss generated at a swivel joint and piping. Ž<P>SOLUTION: Rod side and head side axial passages 42R, 42H are formed to connect rod side ports 32R, 33R of an outer case 32 and a rotor 33 of the swivel joint 21 to each other and to connect head side ports 32H, 33H to each other. At this time, the rod side axial passage 42R is formed at an axis part of the rotor 33, while the head side axial passage 42H is annularly formed on the outer peripheral side of the rod side axial passage 42R. A driving circuit of opening/closing cylinders 20A, 20B for opening/closing the crushing arms 19A, 19B is provided with a differential circuit 27, and a differential circuit valve block 22 incorporating a counterbalance valve 28 and a pilot check valve 29 constituting the differential circuit 27 is directly attached to the rotor 33 of the swivel joint 21.
