<P>PROBLEM TO BE SOLVED: To provide a medium conveying device capable of conveying a medium in a constantly superior state by preventing the reading failure of a magnetic encoder, and an ink jet recording device. Ž<P>SOLUTION: The medium conveying device includes: a conveyance belt 23 having the magnetic encoder 12 on a side of one face and wound around a plurality of rollers 22, for conveying the medium; a supporting member 24 for supporting the conveyance belt 23; a detecting part 13 for reading the amplitude of magnetic fluctuation from the magnetic encoder 12 and detecting the position of the conveyance belt 23 based on the pulsed amplitude; and an alarm generating means 16 for comparing the amplitude of the magnetic fluctuation read by the detecting part 13 with a reference value stored in the detecting part 13 in advance, and generating an alarm based on a command from the detecting part 13 when the amplitude is smaller than the reference value.
