PROBLEM TO BE SOLVED: To provide an aligning device and an aligning method in which a charging efficiency of rod-shaped articles into a container can be increased by improving an aligned state of rod-shaped articles. SOLUTION: An aligning device 200 includes an upper aligning chamber 10 formed by an upper cylinder 11 and a shutter 2 below the upper cylinder and an oscillating means 40 for applying oscillation in a direction including a component in a horizontal direction H in respect to rod-shaped articles M through applying oscillation to the entire upper cylinder 11 together with the rod-shaped articles M stored in the upper aligning chamber 10, wherein there is provided an upper partition part 2d protruded upwardly at the upper surface of the shutter 2, extending in an advancing or retarding direction of the shutter 2 to cause the lower ends of the rod-shaped articles M to be engaged with it for preventing the rod-shaped articles M from falling when the rod-shaped articles M fall down from the combination weighing device onto the shutter 2.
