PROBLEM TO BE SOLVED: To improve the quality of a software product and improve the efficiency of development, by creating a software structure based on contents described in a function requirement specification of software, and by creating a program corresponding to the software structure. SOLUTION: A function requirement specification creation part stores data including at least a function name, input data, output data, and processing contents of previously determined items as function configuration data. A program generation part reads the function configuration data and automatically generates a block diagram indicating relationship of function blocks with transfer data between the function blocks based on the function configuration data.
