PROBLEM TO BE SOLVED: To control the vertical angle of a rotor rotational plane without using a tilting angle control device for a main shaft (nacell) and a blade pitch control device. SOLUTION: This horizontal axis windmill includes: a teetered rotor attached with a counter mass 7; an azimuth angle measurement means measuring the azimuth angleϕof the teetered rotor; a teeter angle measurement means measuring the teeter angleβof the teetered rotor; and a teeter angle control means CT vertically controlling the tilting of the rotor rotational plane of the teetered rotor by controlling the position of the counter mass based on a measured value by the azimuth angle measurement means and a measured value by the teeter angle measurement means and increasing/decreasing a moment around a teeter shaft generated by the self-weight of the counter mass. A configuration for raising the falling rotor, measuring a blow-up angle, and detecting the vertical angleΔαof the rotor rotational plane with respect to wind is loaded, thereby the rotor rotational plane is subjected to follow-up control with respect to a change in a vertical wind direction.
