PROBLEM TO BE SOLVED: To provide an image forming device and a process cartridge with which uneven wear of the surface of an image carrier is suppressed and dirt due to adhesion of a toner external adding agent is suppressed, compared to a case of not applying fluorine resin particles with a specific particle size relation to toner and the image carrier. SOLUTION: The outermost surface layer of the image carrier contains first fluorine resin particles, and the toner contains toner particles and second fluorine resin particles. Where the volume average primary particle diameter of the first fluorine resin particles is D1 and the volume average primary particle diameter of the second fluorine resin particles is D2, a relation indicated by formula (1): (D1×0.95)≤D2≤(D1×1.05) is satisfied.
