PROBLEM TO BE SOLVED: To provide a method and a device for manufacturing a rust preventive sheet of excellent rust preventive effect, having an adhesive strength between a rust preventive film and a base material. SOLUTION: The rust preventive film 4 extrusion-molded at about 170°C in a rust preventive film molding part 8 is guided onto a bonding face of the base material 2 supplied to a laminating part 9, and the rust preventive film 4 just after extruded is bonded onto the base material 2 via an adhesive material 3, in the laminating part 9. The rust preventive film 4 is bonded onto the base material 2 before an inhibitor bleeds on a surface of the rust preventive film 4 with the lapse of time, since the rust preventive film 4 is inline-laminated while film-formed by extrusion, and the strength between the base material 2 and the rust preventive film 4 is thereby prevented from being getting low.
