<P>PROBLEM TO BE SOLVED: To provide a screen printing apparatus capable of achieving the reduction of running cost and the improvement of productivity, and a screen printing method. Ž<P>SOLUTION: The screen printing apparatus includes: a screen printing part for printing paste on a substrate; and a cleaning unit 20 for cleaning by pressing a cleaning member 26 formed by molding a porous raw material on a mask plate 12 by a cleaning head 24. In the screen printing apparatus, cleanup objects 25a are collected by sliding and scraping the cleaning member 26 to the undersurface 12b of the mask plate 12, and the cleanup objects 25a immersed in the cleaning member 26 are evacuated by an evacuating mechanism 32, and the cleaning objects 25a are separated and eliminated by sucking the cleaning member 26, and the cleanup objects including a reusable solder component are collected and recovered by a dust collecting pack 31.
