<P>PROBLEM TO BE SOLVED: To perform CEU definition in the other cases than a case in which three OFDMA symbols are used, and to harmonize among various cases of respective number of OFDM symbols to be used. Ž<P>SOLUTION: A communication system is provided in which a base station and one or more terminals perform communication with each other using one or more communication channels. In the communication system, a control element unit is defined by T-number of OFDM symbols and F-number of sub-carriers. With respect to a first combination of T and F, a second combination of T and F is determined so that the number of modulation symbols (1 OFDM symbol×1 sub-carrier) included in the control element unit defined by the second combination becomes the closest to the number of modulation symbols included in the control element unit defined by the first combination.
