<P>PROBLEM TO BE SOLVED: To achieve the optimum arrangement of a wavelength and a route and shortening of optical path setting time in a transparent optical network. <P>SOLUTION: A set number of routes are reserved as reserved optical paths for the ground beforehand, the route and the wavelength are allocated and reserved for each reserved optical path, and ground information, wavelength information and route information are preserved for each reserved optical path.
