<P>PROBLEM TO BE SOLVED: To provide a charger reducing power consumption at the time of charging standby. <P>SOLUTION: The charger 1 charges a secondary battery 61 arranged so that it can freely be attached/detached by using an external power supply. The charger is provided with a control part 33 controlling charging, an informing part 41 giving information on a connection state with the external power supply 7 and a power supply part supplying different prescribed voltages to the control part 33 and the informing part 41.
