PROBLEM TO BE SOLVED: To provide a head cleaning apparatus capable of stably applying a cleaning liquid to a nozzle face of an inkjet head with a specified inclination with respect to a horizontal plane, an image recording apparatus, and a head cleaning method. SOLUTION: The nozzle face 72A of the inkjet head 72 is arranged so as to be inclined to the horizontal plane. An application roller 161 for applying the cleaning liquid to the nozzle face 72A has a truncated cone shape, and the inclination of an outer peripheral face (bus bar) 161A to the horizontal plane is approximately equal to the inclination of the nozzle face 72A. When a coating layer 165 of the cleaning liquid is formed on the outer peripheral face 161A by rotating the application roller 161, since the upper part 161A of the inclination pumps up the cleaning liquid much more than the lower part, the coating layer 165 is not formed into a non-uniform shape where the cleaning liquid is accumulated largely on the underside 161C of the inclination, and the cleaning liquid is uniformly applied from the upper part to the lower part of the inclination of the nozzle face 72A.
