PROBLEM TO BE SOLVED: To provide a method for effectively and efficiently removing calcium, magnesium and heavy metals in salt water. SOLUTION: In the method of converting the calcium, the magnesium and the heavy metals in the salt water to calcium carbonate, magnesium hydroxide and hydroxide of the heavy metals respectively and removing them, the salt water refining method of an ion exchange membrane process brine electrolysis for adding sodium carbonate, sodium hydroxide and an inorganic coagulant to a reaction tank, adding an organic coagulant to grow coagulated flock, and removing the coagulated flock in a sedimentation tank is used.
