<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus for determining the number of dot lines at a high speed, an image reader, an image forming apparatus, an image processing program, and a computer-readable recording medium with the image processing program stored. Ž<P>SOLUTION: In the image processing apparatus includes a color component selection unit 150, which selects a color component having a smallest density value of R, G and B values of a pixel of interest of an image of an original, an average value calculation unit 152, which calculates an average value of density values of the selected color component in a local block as a set of pixels including the target pixel; an frequency of inversion calculating unit 154 which counts the frequency of inversion of a density value of the selected color component, based on the average value, calculated by the average value calculation unit 152, as the center between pixels which are adjacent to each other in the local block; and a dot line number decision unit 156, which determines the number of dot lines of the local block, including the target pixel based upon the number counted by the inversion frequency calculation unit 154.
