Provided is a membrane and electrode assembly capable of maintaining the moisture content of a catalyst layer on a cathode electrode side within a suitable range. A membrane and electrode assembly comprising a pair of electrodes and an electrolyte membrane provided between the electrodes, wherein the side of each electrode adjacent to the electrolyte membrane is formed by a catalyst layer, and at least one catalyst layer comprises silica fine particles having a hydrocarbon group or a fluorine-containing organic group in the surface thereof. |
