The system has individual floating elements (1) arranged in a block form. The floating elements are surrounded and reinforced with a frame made of a metal sheet or a synthetic resin-reinforced plastic web. Buffer elements are inserted between the floating elements. Bracings in the form of concrete slabs are respectively fixed in receptacles on outer sides of the floating elements. The receptacles possess shape of U-profiles, which reach down from an upper side of the floating elements and project up to half height of the bracings on a lower side of the floating elements.
