<P>PROBLEM TO BE SOLVED: To provide a charge payment system, a charge payment method and its program for realizing the payment processing of closed loop type electronic money more inexpensive and stabler than a conventional manner. <P>SOLUTION: An IC card processing terminal 12 reads the IC card ID and the balance of electronic money from an IC card 1 through an IC card I/F part 122, and determines whether or not the IC card 1 is valid based on the read IC card ID, and when it is determined that the IC card 1 is valid, the IC card processing terminal 12 performs settlement by using electronic money. Also, the IC card processing terminal 12 transmits the settlement information generated by settlement to an information collection processor 21.
