PURPOSE: A burlap bag manufacturing apparatus and method are provided to block the transfer of moisture between the inside and outside of a burlap bag by successively coating a waterproof agent and waterproof powder on the interior surface of the bag. CONSTITUTION: A burlap bag manufacturing apparatus comprises a waterproofing unit(300). The waterproofing unit comprises a first storage part keeping waterproofing liquid and a first rotary ring(350). A part of the first rotary ring, which contacts the waterproofing liquid, is exposed to the outside of the first storage part through the rotation thereof. The waterproofing unit is inserted inside burlap bag cloth(10) and spreads the waterproofing liquid onto the inner surface of the burlap bag cloth using the rotation of the first rotary ring.
