PURPOSE: A method and an apparatus for transmitting scanning start information of a heterogeneous access network are provided to minimize power consumption by preventing the unnecessary scanning of a heterogeneous access network in a terminal at a boundary region. CONSTITUTION: A receiver(200) supports a plurality of access systems and comprises: a receiving circuit for receiving a scanning threshold value from a transmitter; a first measurement module(261) which measures the channel quality of a serving cell; and a second measurement module(262) which starts scanning a neighbor cell that is a heterogeneous access network, when the channel quality of the serving cell is lower than the channel quality threshold value. In addition, the receiver can further comprise a handover module which performs a handover to the neighbor cell when the channel quality of the neighbor cell measured by the second measurement module is higher than the channel quality of the serving cell.
