PROBLEM TO BE SOLVED: To provide an aqueous dispersion of a halogen-free flame-proofing agent imparting durable, excellent flame-proof performance to a fiber, particularly a CDP fiber, a blended fiber of CDP and polyester or a fiber to which various functions such as antibacterial property, deodorizing property and surface treatment are imparted. SOLUTION: The aqueous dispersion comprises: at least one condensed phosphonic acid derivative chosen from the group consisting of fused phosphonic acid derivatives represented by formulas (1) to (4); and a surfactant.
