PROBLEM TO BE SOLVED: To provide a voice processor capable of safely outputting correct voices with compact configuration utilizing the waveform of voices; and to provide a voice processing system, a voice processing method and a voice processing program. SOLUTION: The voice processor includes a voice waveform data-dividing section 3 for dividing voice waveform data, which is a language or music, into two to become voice waveform data before divided if the voice output of both voice waveform data after divided are simultaneously carried out although the voice waveform data cannot be recognized as the language or music even if the voice output of each voice waveform data after divided is carried out; a first voice output section 4 for carrying out the voice output of first voice waveform-divided data after divided; and a second voice output section 5 for carrying out the voice output of second voice waveform-divided data after divided.
