<p><P>PROBLEM TO BE SOLVED: To provide offset printing ink which is more blue than conventionally used color carbon black for ink and is provided with dry down control while keeping equivalent printability such as print durability for providing stable printability and space quality on low density paper such as non-coated paper and lightly coated paper with printing ink using specific carbon black, and to provide printed matter using the same. <P>SOLUTION: The offset printing ink includes carbon black, a resin, and a solvent. The carbon black has a DBP oil absorption (measured according to ASTM D-2414) of 80-140 (cm<SP>3</SP>/100 g), an iodine adsorption (measured according to ASTM D-1510) of 30-100 (m<SP>2</SP>/g), and a residue on sieve (measured according to ASTM D-1514 [#325 mesh]) of not more than 0.003 wt.% of carbon black.
