<P>PROBLEM TO BE SOLVED: To detect a state change and to output warning information even if a monitoring server monitoring an NE (network element) stops monitor processing and balancing is performed on the other monitoring server. Ž<P>SOLUTION: When stopping monitoring processing to a first network element, a first monitoring server outputs the first state information of the first network element stored in the server itself and a second monitoring server receives the first state information outputted from the first monitoring server, adds the first network element to which the monitor processing has been stopped to its own monitoring object communicates with the first network element to acquire second state information from the first network element, determines whether or not the state of the first network element has been changed on the basis of the acquired second state information and the first state information, and generates and outputs warning information when the presence of the change is determined.
