PROBLEM TO BE SOLVED: To provide an electrostatic atomizer capable of grasping the time when people need charged nano-mist of water and making charged nano-mist of water adhere efficiently without excessive adhesion of charged nano-mist of water to people. SOLUTION: The electrostatic atomizer 11 is attached to the ceiling of a vehicle and connected with a control circuit 31 controlling operation of individual components of the vehicle, and its electrostatic atomizing operation is started or stopped when it receives command signals from the control circuit 31. In the handle section steering the vehicle, a heart rate sensor 32 detecting a heart rate is disposed as biological information of a motorman. The heart rate sensor 32 has a circuit 33 for measuring the heart rate and is connected with the control circuit 31. When a comparison value ΔHR calculated by the circuit 33 for measuring the heart rate reaches or exceeds the first threshold value, the control circuit 31 starts an electrostatic atomizing operation of the electrostatic atomizer 11.
