PROBLEM TO BE SOLVED: To provide a device for setting a region of interest and a method of setting a region of interest capable of setting an area including places relating to the same things without using any information having been described for respective places.

SOLUTION: The device 1 for setting a region of interest includes: a position order determination section 21 for creating an array table where a plurality of places have been lined up in the order of time for each behavior data including position information of not less than two places in a plurality of places included in a designated map range and time information corresponding to respective places; a position degree-of-association calculation section 22 for calculating the number of times when two prescribed places are adjacent in the order of time as the degree of association between the two places in the array table, and setting a link between places where the degree of association becomes not less than a prescribed positive value; a clustering section 23 for cutting the link in the order of lower degree of association between the two corresponding places for classifying into a separate cluster for each set of places connected by the link; and a region-of-interest determination section 24 with a set of places included in the cluster as a region of interest.
