<P>PROBLEM TO BE SOLVED: To solve the problems: the construction of a conventional base-isolating device requires enormous costs and a very long construction period; the conventional base-isolating device has the risk of deteriorating; problems of the safety of internal equipment and a person, etc. require separate measures even in the absence of destruction of a building in a method for increasing earthquake-resistance strength; and a structure between supports falls in a bridge etc. Ž<P>SOLUTION: In this base-isolation structure system, a lower flexible structure B of a flexible structure, which permits horizontal shaking caused by an earthquake or a wind, is integrally provided at a lower end of an upper rigid structure A; a horizontal-shaking permitting gap D, which permits the horizontal shaking of an upper end with respect to the lower end of the lower flexible structure, is provided on the side surface of the lower flexible structure; and horizontal stable structures C and G can also be provided in the upper rigid structure A.
